I personally think that the best possible solution is to raise taxes on gas and other sorts of fossil fuels. With the recent price increase of gasoline, I saw people on the news saying, "If this keeps up, I'll have to take the bus." Great! This isn't a bad thing, that's great. Public transportation may be the best solution. All we need is an incentive to have people use it, and raising the prices seems to be the best way.
